Financial Reports

Interim Financial Reports are prepared as of June 30, September 30, and December 31 each year. These Operating and Capital Variance Reports provide financial details regarding the Township's operating in relation to the Council Approved Budget which sets the annual plans for the Township through cost allocations to its various departments.

The annual consolidated financial report summarizes a number of reports prepared for Council on the performance of the municipality during the year.

2021 Annual Consolidated Financial Report

Municipal governments are required by provincial legislation to prepare annual financial statements and to have them audited. Municipalities are required to follow the recommendations and disclosure requirements prescribed by the Public Sector Accounting Board (PSAB) of the Canadian Institute of Chartered Accountants (CICA).

Beginning in 2009, the Audited Financial Statements must include in quantitative terms:

1. The cash resources, net debt, non-financial assets and the accumulated surplus or deficit of the municipality in the form of a Statement of Financial Position.
2. The cost of municipal services provided for the period, the revenues recognized in the period and the resulting surplus/deficit in the form of a Statement of Operations.
3. The items that explain the difference between the surplus or deficit from operations and the change in net debt for the period in the form of a Statement of Change in Net Debt.
4. The change in cash and cash equivalents in the accounting period and how a government financed its activities and met its cash requirements in the form of a Statement of Cash Flows.

The provincial legislation requires that municipalities provide the Minister of Municipal Affairs with an annual return containing information with respect to the financial affairs of the municipality. This financial information return, or FIR, is the main data collection tool used by the Ministry to collect municipal financial and statistical information.
